How to itemise Chang'e and, more importantly, why each item earns its slot.

Overview

Why this build works on Chang'e

Chang'e relies heavily on maintaining her Crescent Moon shield to enhance her basic attacks and cast amplified versions of Starmoon Shockwave and Meteor Shower. Because her kit requires rapid, continuous hit counts to trigger her Trouble Maker passive and reduce skill cooldowns, she needs non-stop mana sustain, movement speed, and spell effects that apply per tick of damage. This build solves her reliance on spamming skills to maintain shield uptime while maximizing the hit frequency of Meteor Shower. Transforming her multi-hit ultimate into a continuous slowing and magic-shredding barrage allows her to clear minion waves instantly, secure the Turtle or Lord, and melt enemy health bars from extreme safety.

Arcane Boots

Early

Early magic penetration boosts the initial damage of Starmoon Shockwave and Crescent Moon empowered basic attacks during laning. The extra movement speed combines with the movement bonus from Crescent Moon, allowing Chang'e to rotate swiftly between lanes, secure early map pressure, and safely position before unleashing Meteor Shower.

Chang'e rapidly consumes mana by continuously refreshing Crescent Moon and spamming Starmoon Shockwave. The Mana Spring passive ensures she stays fueled during long pushes or drawn-out team fights. Constant casting also enables her to trigger Crescent Moon cooldown reductions frequently through basic attacks and damage ticks, keeping her shield active permanently.

In-game passive Unique Passive - Mana Spring: Regenerates 15% Max Mana every 10s.

Meteor Shower fires a rapid barrage of meteors, allowing the Ice Bound passive to stack rapidly and freeze enemy movement. Combined with Trouble Maker and Starmoon Shockwave, enemies hit by Chang'e are severely slowed, making it nearly impossible for them to dodge the full stream of Meteor Shower or escape her basic attacks.

In-game passive Unique Passive - Ice Bound: When a skill deals damage to an enemy hero, it will also slow them by 10% for 2s (stacks up to 3 times). This effect has a 1s cooldown.

Because Meteor Shower and Crescent Moon powered attacks strike targets multiple times per second, the Magic passive rapidly shreds target Magic Defense to its maximum stack. This amplifies every subsequent meteor hit, turning Chang'e into a major threat against both squishy targets and frontline tanks during fights over the Turtle and Lord.

In-game passive Unique Passive - Magic: Dealing Magic Damage to enemy heroes will reduce their Magic Defense by 3-7 (scales with level) for 2s. Stacks up to 3 times.

The Scorch passive inflicts health percentage damage whenever a skill hits an enemy. Because Meteor Shower deals continuous damage over several seconds, Glowing Wand guarantees massive health shredding, ensuring Chang'e scales strongly into the late game against durable frontline heroes.

In-game passive Unique Passive - Scorch: Burn targets for 3s, dealing Magic Damage equal to 1.5% of the target's Max HP per second.

Divine Glaive

Situational

When enemies stack magic resistance late in the game, the Spellbreaker passive grants scaling magic penetration based on enemy defense. This ensures Meteor Shower and Crescent Moon enhanced basic attacks continue slicing through heavy defensive builds during crucial late-game pushes around the Lord.

In-game passive Unique Passive - Spellbreaker: When attacking an enemy, gains 0.1% extra Magic Penetration for each point of the enemy's Magic Defense, capped at 20%.

Adapting the build

No build survives every draft. These are the situations where the order above should change.

Against heavy enemy magic defense stacking

Prioritise completing Divine Glaive earlier right after Ice Queen Wand instead of building Glowing Wand first. This grants immediate penetration scaling, ensuring Meteor Shower deals full impact damage against defensive frontlines who rush magic resistance early.

When needing earlier teamfight control and slowing power

Rush Ice Queen Wand immediately after Arcane Boots before finishing Enchanted Talisman. This enhances the slowing effects of Starmoon Shockwave and Trouble Maker, helping your team lock down agile enemies during early skirmishes around the Turtle.

When facing high health tanks or objective rushing strategies

Prioritise Glowing Wand directly after Genius Wand. The percentage health burn from Scorch synergizes with the extra damage Meteor Shower inflicts on Creeps and Minions, allowing you to melt neutral objectives like the Lord and shred high health tanks effortlessly.
